"This faction is currently unavailable on this ruleset due to population imbalance" means WoW: Forever has temporarily stopped new character creation for that faction on the ruleset, usually Horde on PvP. Blizzard's ruleset article from October 22, 2026 says PvP rulesets limit new characters for a faction when needed, as in Season of Discovery. As of November 8, Blizzard staff have not replied in the forum threads asking when Horde PvP will open.

What the message means
Players on the Blizzard forums quote the message exactly: "This faction is currently unavailable on this ruleset due to population imbalance." It appears when you try to create a character. Forum threads using this wording go back to name reservation in late October and continued after the November 4 launch. Most of them are about Horde on the PvP ruleset.
WoW: Forever has no traditional realm list. You pick a ruleset, which Blizzard describes as "a broad player ecosystem" instead of a single realm. So the lock applies to the whole ruleset, not to one server you could switch away from. More on how this works is on our servers and launch page.
What Blizzard's ruleset article says
The official article "Choose Your Ruleset in World of Warcraft: Forever" (October 22, 2026) is the only official text on this. It says:
| Topic | What Blizzard says |
|---|---|
| Faction balance on PvP | Remains "an important consideration"; Forever includes systems to keep Horde and Alliance populations closer together |
| How it works | Similar to Season of Discovery, where new character creation "could be temporarily limited for a faction" |
| One faction per account on PvP | Once you create an Alliance character on the PvP ruleset you cannot create a Horde one there, and vice versa |
| Normal, Roleplay, Hardcore | You can create characters of both factions |
| Moving between rulesets | Not possible freely; you must create a new character on the other ruleset |
| Grouping | No cross-ruleset grouping for dungeons and raids; battlegrounds may mix rulesets except Hardcore |
The article does not say how often balance is checked, how big the gap must be before a lock, or how long a lock lasts.
The forum thread and Blizzard's response
On November 5, a player opened "Blizzard, Can We Please Get an Official Response Regarding the Horde PvP Faction Lock?" The post supports faction balance but asks Blizzard how often balance is recalculated, whether limits will change, whether there will be a way to join friends or guilds, and how long restrictions might last. By November 8 the thread had more than 370 posts and about 14,700 views.
We checked every post in that thread and in the other large threads on the same message (one has more than 550 posts) for Blizzard staff accounts, including Kaivax, Aggrend and Linxy. There were none. The only official position remains the ruleset article. Blizzard has not said when Horde PvP creation will reopen, and we will not guess.
Some players in the threads say they retried for a long time before creation went through, while others say they never got in. These are player reports, and Blizzard has not confirmed that retrying helps.
Your options right now
| Option | What it means |
|---|---|
| Retry later | Blizzard calls the limit temporary but gives no timing |
| Normal or Roleplay ruleset | Both factions allowed; you cannot group with friends on PvP in dungeons or raids |
| Alliance on PvP | Locks your account to Alliance on PvP, because each account gets one faction there |
| Battlegrounds | May include players from other rulesets (not Hardcore), so you can still meet friends in PvP there |
Before you roll Alliance on PvP, remember the one-faction rule: once you have an Alliance character there, you cannot make a Horde character on PvP even after the Horde lock lifts. If PvP matters most to you, read our WoW Forever PvP overview and the PvP ranks and honor guide. If other errors show up at login, see server status and error codes.
If you end up on a new ruleset and want to catch up with friends, we offer a levelling service.
Frequently asked questions
Why can't I make a Horde character on WoW Forever PvP?
Faction balancing on the PvP ruleset temporarily stops new characters for a faction when populations drift apart, as described in Blizzard's October 22 ruleset article.
When will Horde PvP open in WoW Forever?
Blizzard has not said. No staff member has replied in the forum threads as of November 8.
Can I play both factions on the PvP ruleset?
No. Each account gets one faction on PvP. Normal, Roleplay and Hardcore allow both.
Can I transfer a character to another ruleset?
Not freely. Blizzard says you need to create a new character. The exception is a dead Hardcore character, which can move to another ruleset.
