Are these the official WoW Forever patch notes?
No. Blizzard publishes its own notes; these are made by comparing the game data of each client build with the one before it, so they also catch changes that official notes leave out — and they cannot see anything that only changes on the server.
How fast do new builds show up?
A script checks for new Forever client builds every day and publishes the comparison automatically, usually within hours of the build appearing.
