Holy Strike arrives at level 6, Seals survive Judgment, Consecration goes baseline — and the class keeps its gaps on purpose.

Baseline changes — every Paladin
These apply regardless of how you spend talent points.
NewHoly StrikeLevel 6. Instant weapon strike dealing Holy damage on a 12-second cooldown. The beta raised its weapon damage per rank (25% at rank 1 to 50% at rank 8).
ChangedSeals and JudgmentCasting Judgment no longer consumes your Seal, so you stop recasting it after every Judgment.
ChangedConsecrationBaseline at level 20 instead of a talent. Full damage and threat on the first four targets, reduced beyond that — a tanking tool and a damage tool at once.
ChangedBlessing of KingsBaseline instead of a talent, like Divine Spirit for Priests and Improved Mark of the Wild for Druids.
ChangedRetribution AuraBeta: its damage now scales with spell power — per the 1 October notes, the spell power of the player carrying the aura rather than the Paladin’s.
Holy
HealerBuilt to mix spells rather than spam one, with a damage option that does not ruin your mana.
NewInfusion of LightCritical heals from Holy Shock and Flash of Light shorten the cast time of Holy Light.
NewLight’s VigilHigh-cost cooldown that can reset Holy Shock and trigger either extra damage against enemies or party-wide healing through an ally. Only the damage version refunds part of the mana.
NewVoice of TruthTemporary immunity to Silence and interrupts.
NewReverenceMana regeneration from Spirit while casting.
NewConsecrated GroundEnemies standing in Consecration take increased Holy damage.
ChangedHoly ShockMoves to a 10-second cooldown.
ChangedHoly Strike (Holy)Beta: cooldown 10 seconds instead of 12, and Holy Power adds 15% critical chance to it. Improved Holy Strike was removed from the tree because its effect became baseline.
Protection
TankMana sustain, a way back from a missed taunt, and a real absorb cooldown — without becoming a copy of another tank.
NewSeal of FuryTank Seal that favours fast weapons, grants small absorb shields, and makes Judgment taunt while it is active.
NewImproved Seal of FuryGrants mana when Seal of Fury absorbs damage.
NewSwift JudgmentCan reset Judgment once per minute, so a missed taunt does not end the pull.
NewTemplar’s BulwarkPowerful absorb shield based on maximum health; interacts with Forbearance.
NewIron CreedWell-timed Holy Strikes reduce incoming damage for a short window.
ChangedReckoningRedesigned to trigger from blocks too, so it works for tanks who are immune to critical hits.
ChangedShield SpecializationGrants additional mana on blocks.
ChangedRedoubt and Holy ShieldBeta (1 October): Redoubt block chance down to 4–20% over five ranks (was 6–30%); Holy Shield up to 30% (was 20%).
Retribution
DPSA stronger melee identity, Seal Twisting without a swing-timer addon, and a Holy Shock path for ranged spell play.
NewTwist of LightA new Seal echoes into your next melee swing, so Seal Twisting works without a swing-timer addon. Beta: also cuts Seal mana costs by 20%.
NewSacred ArbiterEmpowers Holy Strike (20% more damage after the beta change) and refreshes Judgments on the target.
NewChampion of the LightSpell damage from Intellect — 20/40/60% of Intellect after the 1 October beta change (was 33/66/100%).
NewInstrument of the LawLower threat generation and an instant Holy Wrath.
ChangedVindicationNow also raises the Paladin’s own Attack Power while reducing the enemy’s.
ChangedVengeanceBeta: triggers from any non-periodic critical strike, maximum 3 stacks (was 5).
ChangedTwo-Handed Weapon SpecializationBeta: damage bonus reduced to 2/4/6% (was 3/6/9%).
What Paladins still do not get
Blizzard was explicit about what stays missing: Paladins still have no interrupt, still cannot slow targets the way other classes can, and still reach their taunt through Seal and Judgment rather than a single button. They remain strongest against Undead and Demons (Exorcism, Holy Wrath, Turn Undead) with fewer ranged options against anything else.

Levelling a Paladin to 60
About 150 hours of play for a first character by community estimates, and Blizzard has announced no WoW Token or paid boost for Forever. If the Paladin changes above are why you are rolling one, this is what skipping the climb costs on the pre-order market.
