Four weapon specialisations become one, and Rend finally has a payoff.

Arms changes
NewWeaponmasterRow 5. Replaces all four weapon specialisations; the benefit changes with what you hold — crit for axes and polearms, armour penetration for maces and staves, extra auto-attacks for swords.
NewSpearing Strike16-point talent. 15 rage, 20-second cooldown, dismounts, and hits mounted, Dragonkin and Giant targets for double.
NewBloodthrillRow 5. Main-hand hits on a bleeding target can light up Overpower for 6 seconds.
ChangedImproved SlamMoved over from Fury into Arms row 6, reduced to 2 points, and no longer delays your auto-attack.
RemovedAxe, Mace, Sword, Polearm SpecializationAll four gone, replaced by Weaponmaster.
Baseline changes — every Warrior
These apply to Arms too, regardless of where talent points go.
NewVictory RushLevel 20. Instant attack healing 10% of maximum health, available for 20 seconds after killing a non-trivial enemy, 30-second cooldown.
NewTactical MasteryLearned at level 14 as a baseline ability: keep 10 rage when changing stance, improvable with Arms talents.
ChangedRage from damage takenCalculated ignoring armour, as though you always had 50% damage reduction, and ignoring absorbs like Power Word: Shield. Tanking no longer starves you for rage as your gear improves.
ChangedRage from dealing damageFully normalised to weapon speed. Critical strikes give 75% more rage than normal hits.
ChangedRecklessness, Retaliation, Shield WallNo longer share a cooldown with each other. Retaliation and Shield Wall drop to 15 minutes.
ChangedThunder ClapScales with Attack Power and works in Defensive Stance. Cooldown up to 6 seconds, threat reduced.
ChangedRendGains significant Attack Power scaling — it stops being a levelling-only ability.

Arms Warrior: skip the climb to 60
Levelling 1–60 takes about 150 hours of play by community estimates, and Blizzard has announced no WoW Token and no paid boost for Forever. These are the prices other sellers are already taking pre-orders at.
